Background

Mr. Shenouda is the former Federal Protective Security Advisor assigned to Eastern District of Michigan from the U.S. Department of Homeland Security, National Protection and Programs Directorate. He is the former Senior DHS Headquarters Field Director and is the Department’s chief antiterrorism, preparedness, and risk officer. He is responsible for securing critical infrastructure along physical, cyber and human threats, as well as national disaster recovery operations by coordinating with federal, state, local authorities and private sector officials.

Experience

Mr. Shenouda is the former Federal Protective Security Advisor assigned to the Eastern District of Michigan from the U.S. Department of Homeland Security, National Protection and Programs Directorate. He is the Senior DHS Headquarters Field Director and is the Department’s chief antiterrorism, preparedness, and risk officer. He is responsible for securing critical infrastructure along with physical, cyber, and human threats, as well as national disaster recovery operations by coordinating with federal, state, local authorities, and private sector officials.

From 2008 to 2014 he was the DHS senior technical advisor supporting the development of the National Active Shooter Training Program, including policy formulation and tactical doctrine. In 2013 he received the DHS Team Award for active shooter training and direct support for the White House and “The President’s Plan for Protecting our Children and Communities by Reducing Gun Violence. Mr. Shenouda has conducted intelligence estimates, case profiles, offender profiles and completed after-action debriefings of every mass shooting in the past decade.

In 1999, while assigned to the Detroit Police Department Tactical Services Section, he was detailed by the Chief of Police to study and assess both the 1997 Bank of America Hollywood Shooting and the 1999 Columbine School shooting. Mr. Shenouda and his team made 145 separate policy and countermeasures recommendations that were later presented to the International Association of Chiefs of Police, (IACP). These recommendations and subsequent simulations formed the core principles and assumptions governing active shooter training for law enforcement. He has conducted over 300 active shooter training sessions and has conducted train-the-trainer programs for over 3,000 law enforcement officers.

Our Active shooter training methodology fuses the U.S. Department of Homeland Security, Run, Hide, Fight model with the A.L.I.C.E and ALERT programs. Hands-on demonstrations allow us to train staff on room barricading techniques and lockdown procedures.
